Addition of IT Security Products to the China Compulsory Certification (CCC) System

The Communications and Information network Association of Japan (CIAJ) regards with concern the announcement by the Chinese government to add IT security products to the scope of its China Compulsory Certification (CCC) system, which, even though limited to government procurement, runs counter to the global movement for mutual recognition of IT security products.

The implementation of such measures could potentially lead to the exposure of intellectual property or other trade secrets held by the manufacturers of these products and there is concern as to the transparency of if and how the scope of the regulation may change in the future. With global markets facing the current economic crisis, the implementation of independent, and in actuality, trade inhibiting measures could delay the recovery of the global economy and promote protectionist measures among other countries.

CIAJ urges the Chinese government to take responsible action as an economy with growing significance by respecting and upholding intellectual property rights and refraining from enforcing specific regulations which run counter to the principles of free trade.
